It sounds noble. It sounds like science serving humanity.

It is also built on a fundamental misunderstanding of trauma, biology, and the limits of forensic utility.

For over two decades, New York City’s Office of the Chief Medical Examiner has ground down thousands of severely degraded bone fragments—submerging them in liquid nitrogen, pulverizing them into fine dust, and applying next-generation sequencing. Out of roughly 2,754 victims killed at the site, more than 1,000 remains still sit unidentified, prompting an endless cycle of re-testing samples that have already failed dozens of times.

Society treats every single microscopic match as an unmitigated victory. We need to stop pretending that turning forensic science into an infinite loop of bone-crushing serves anyone except our collective discomfort with unresolved grief.

The Fallacy of Infinite Closure

The lazy consensus in modern forensics is that biological identification equals psychological closure. If a laboratory can match a milligram of calcified tissue to a familial reference sample, a wound is supposedly healed.

Psychologists who work extensively with mass casualty survivors know this is a comforting fiction. Imagine a scenario where a family receives a tiny, sealed vial containing a fraction of a gram of bone dust twenty-two years after a catastrophe. Does this event soothe an old trauma, or does it violently rip the scab off a psychological wound that had slowly scarred over?

The quest to identify every single one of the millions of fragments recovered from Ground Zero treats human grief like an engineering puzzle with a missing coordinate. It assumes a linear relationship between physical identification and peace of mind. In reality, dragging families back into the orbit of active forensic identification decades down the line often prolongs acute mourning rather than resolving it.

But policies written in the immediate aftermath of a national tragedy make terrible long-term scientific blueprints.

A rational forensic framework separates mass disaster operations into two distinct phases:
